何謂‘辦公室演員’？
很多公司都有個唔好既風氣，已經夠鐘放工，但係d人都唔夠膽走，最少坐多45分鐘至一個鐘先有人開始走，唔走既人唔係多野做，而係驚老細覺得佢哋得閒，冇野做咁，所以會扮到好似好忙碌咁，佢地就係辦公室演員。金像獎應該要提名埋呢d人…
冇野做就準時走人，如果公司要炒你，用任何藉口都可以…
真係好討厭人扮OT....都唔知博乜…仲要連累其他人唔敢準時走…簡直係浪費公司資源!!!

As you have pointed out, the reason behind is 「驚老細覺得佢哋得閒，冇野做咁」.
Though it is of course something shouldn't be encouraged, it is nevertheless understandable.
As long as the boss is not ideally competent and people are worried about their jobs, this kind of office culture is probably inevitable.
Relax and be happy. Having a clear conscience yourself is already good enough. :D
